Last December, Stafford County’s tree lighting program was an overwhelming success with families. This year, several improvements are necessary to ensure the most wonderful holiday experience possible.  The front of the Courthouse was no longer considered a suitable, safe space; and the County could no longer take advantage of the iconic evergreen tree that served as the program’s centerpiece.

The tree lighting program is being moved to the parking area in the interior of the Courthouse and the County Administration Complex.  The additional space will be welcomed by the attendees, the musical entertainment and the many vendors, who will be offering free horse-drawn carriage rides, holiday musical performances, children’s winter crafts, artisans and crafters, family-friendly activities, graham cracker house contest, food vendors, and Santa.

“After all we’ve been through the past few years, the tree lighting event is a beautiful opportunity to come together and just be at peace with one another during a special time of year. The new location carries an increase in set up expenses and requires a new centerpiece tree for the lighting, which will reportedly be standing over 65-feet tall.  It should be expected that this grand tree will provide a spectacular tree lighting ceremony.  The County is grateful to local private businesses, who assisted in covering the additional costs for this year’s Festival.  JPI is honored to join the Silver Companies, Atlantic Builders, Lifecare Medical Transports, the Hornung Family, and Stafford Printing, as sponsors of this exciting community event.

JPI Dedicates 36-Acre Keswick Park to Spotsylvania County

SPOTSYLVANIA, Virginia – Long time Spotsylvania business, Jarrell Properties, Inc. (JPI) , dedicated an improved 36-acre parcel of land, known as Keswick Park, to the people of Spotsylvania County. 

Keswick Park is located within the Keswick residential development on the Lake Anna Parkway and is convenient to the Spotsylvania Courthouse area of the County.  This park will be a welcome addition to the Parks & Recreation Department park portfolio. 

“We are excited about the opening of Keswick Park and what this means to our community,” said Kevin Brooks, Spotsylvania County Director of Parks and Recreation. “This is a beautiful park with amenities specifically requested by our residents, such as lighted tennis/pickle ball courts and additional athletic fields in the perfect location that will provide increased access to recreational opportunities in the Courthouse area as well as our entire community for many years to come. The developer, Jarrell Properties, Inc., did an outstanding job working through the design and construction process to ensure that this park is a good fit for our residents and meets their needs.”

Jarrell Properties, Inc. (JPI) developed the property for the park, with the help and cooperation of Spotsylvania County’s Administration, Planning Department and Parks and Recreation staff.  The facility is being delivered fully constructed by JPI and ready to start being utilized by County residents.

Keswick Park provides a large lighted 180 space parking area, fields constructed of Bermuda grass surfaces and with an integrated irrigation system, and additional park-style amenities.  More specifically, there are 2 small baseball / softball diamonds and 2 full size rectangle ball fields.  The Keswick Nature Trail begins at the Park’s bathhouse and runs along the perimeter of the Park, connecting in a loop back at the parking area. Additionally, in the area near the trail head, there are lighted combination tennis and pickle ball courts, a tot lot playground, and a picnic pavilion available for public use.

“We (JPI) grew up in Spotsylvania County, and for me, when Marshall Park was the only location dedicated for Spotsylvania County Parks and Recreation team sports, I benefitted from Loriella Park, and now, I watch my children enjoy Patriot Park.  The idea that we at JPI have helped to expand the opportunity in the Courthouse area for Spotsylvania children and active citizens to participate in outdoor sports and recreation is a really great feeling,” Jeh Hicks, Director of Community Relations for JPI. 

At an estimated value of $6.9 million, this is the first park ever dedicated to Spotsylvania County to be designed, constructed and completed by a private company for the benefit of the County.

Under New Ownership, Goolrick’s Prepares for 125+ More Years of Fond Memories

The Iconic Goolrick’s Pharmacy Building to Undergo Major Renovation

FREDERICKSBURG, Va. (May 11, 2022) – A true Fredericksburg landmark that locals and visitors adore — the historic Goolrick’s Pharmacy and its famous soda fountain. Now, customers will be happy to know the new owner is preserving Goolrick’s famous Soda Fountain and with it that nostalgic feeling of yesteryear. It is described as being America’s Longest Continuously Operated Soda Fountain.

On Monday, May 9, 2022, Jarrell Properties Inc. (JPI) finalized the purchase of the Goolrick’s Pharmacy building at 901 Caroline St. in downtown Fredericksburg. JPI purchased the building to restore its historic character and iconic soda fountain.

The family-owned and operated business, JPI, shares many of the heartwarming memories they hear from others who know and love Goolrick’s. JPI President James “Jay” Jarrell, III was born and raised in Fredericksburg. He warmly recalls, “I often stopped by for their vanilla shakes – awesome. During high school, I worked on a construction job downtown, and I had two egg salad and bacon sandwiches on white toast for lunch almost every day that summer.”

His son, James Jarrell IV, and daughter, Jewels Jarrell Stover, also grew up in Fredericksburg and now run the family business.

Jewels Jarrell Stover is fond of the milkshakes just like her father. She has great memories from her times at Goolrick’s and is excited about the opportunity to preserve this important landmark for future generations. She sees it as an amazing project, “especially after growing up and currently living and working in Downtown Fredericksburg.”

The building is in dire need of repair and renovation following years of heavy use, flooding and evidence of old fire damage. JPI’s experienced team plans on the renovation and rehabilitation of the building as soon as possible with the all-important goal of reopening Goolrick’s so it will continue to be a meaningful part of the Fredericksburg Downtown well into the future.

Goolrick’s Pharmacy and its popular soda fountain earned a reputation as a local gathering place that served classic luncheonette foods and fond memories.

Goolrick’s customers describe their Goolrick’s favorites in affectionate detail: Macaroni salad, egg salad with bacon sandwiches on white bread, thick milkshakes served in stainless steel malt blender cups and rich hot fudge sundaes are just a few of the notable menu items.

The Jarrells seek a food service professional to manage and operate the soda fountain. They plan to bring back original sandwich recipes and other classic Goolrick’s favorites for future generations to enjoy.

Fountain Park at Downtown Stafford Approved

Rezoning Approved for Fountain Park at Downtown Stafford

Jarrell Properties, Inc. (JPI), a Property Development Company headquartered in Fredericksburg, Virginia, announces approval of the region’s new mixed-use development, Fountain Park at Downtown Stafford. 

The Stafford County Board of Supervisors voted, during their regular July 2021 meeting, to rezone approximately 6 acres owned by JPI and located at the main intersection for Stafford County (Route 1 and Courthouse Road).  This Board action paves the way for JPI to move forward with Fountain Park; the fulfillment of a long-range planning goal for Stafford County, to deliver a ‘live here, work here, relax here’ complex, igniting the realization of Downtown Stafford.

Fountain Park will offer over 68,000 square feet of commercial, restaurant and office space, with the support of 309 multi-family residential units.  The residents and businesses will be housed in a total of seven buildings, consisting of modernly-appointed architectural brick construction. 

An important component of Fountain Park is an enhanced focus on Work Force Housing, assisting County employees with the need for housing solutions within Stafford County.  JPI is originating a fund for County employees to use as an aid to get past typical hurdles to independent living.  Further, the company is continuing to work with the County to implement additional housing relief programming, designed to aid workers in Fountain Park or other locations in the County.

City Council clears way for office park to replace trailer park

The Fredericksburg City Council has approved a rezoning that will lead to the former mobile home park off U.S. 1 being redeveloped as an office park called Cowan Station.

Jarrell Properties, which is headquartered in downtown Fredericksburg, plans to build a total of 52,000 square feet of commercial space in eight separate one-level, 6,500-square-foot brick buildings on the 9.37-acre site next year. Spotsylvania Avenue will be realigned as part of the $12 million project so it connects to U.S 1 at the stoplight for Cowan Crossing.

In addition to voting unanimously Tuesday to rezone the site to Commercial Highway, the council also approved a right-of-way vacation and rededication, and a Comprehensive Plan amendment to clear the way for Cowan Station.

Buildings in the development will be similar in appearance and usage to the medical and professional office buildings the developer built in Lee’s Hill, although other businesses such as a café or bike shop might locate there as well, said Jeh Hicks, Jarrell Properties’ director of community relations. Plans for the project also include one pedestrian and bike trail connecting to the College Heights neighborhood, along with bicycle racks, several acres of open space and a ramada, or open-sided shelter.

Jarrell Properties Inc. worked with city staff, City Council, the Planning Commission and the College Heights Civic Association for more than 18 months to make the office park compatible with the neighborhood. The developer had originally planned to build two trails in the project that would connect with College Heights, but the association requested that only the one connecting to Payne Street be built.

“Having two trails, at Dandridge and Payne Street, seems redundant as they would be such a short distance from each other where they would intersect with Rappahannock Ave.,” Meredith Beckett wrote in an email sent to City Council on behalf of the association’s board of directors. “One trail will suffice for connectivity, would be less of a financial burden on the developer and would cause less intrusion into the neighborhood and loss of habitat.”

Councilman Matt Kelly said that he supported the revision, and had asked one of Jarrell Properties’ representatives if the developer would consider spending the funds for the second trail on improvements to other city trails. He said the city should look for every opportunity to get money for its trail system because the state and federal funds it has relied on for this are drying up.

Jeh Hicks, Jarrell Properties’ director of community relations, said he liked Kelly’s idea, but did not want that to tie up approval for the Cowan Station project. He said that the developer would be open to putting the money for the second trail into a city trail near another of the projects it is working on.

Councilman Tim Duffy said he would vote in favor of the project with just the one trail, and agreed that he didn’t want the to hold up the project over funding another city trail.

“I appreciate the developer working with the neighborhood and with staff to realign the entrance with Route 1, and it is a good project for the city,” he said.

Planned community approved in 2004 will finally be built outside Bowling Green

Brookwood, a planned community of 203 lots that was approved by special exception in 2005, is coming soon to Caroline County.

“Construction will hopefully start within the next 30 days,” said James Jarrell of developer Jarrell Properties Inc. “This is an approved project that we’ve had for quite a few years that we’re bringing back.”

The community is located at the intersection of U.S. 301 and Edwards Road, just south of the town of Bowling Green. Construction was slated to begin in 2007, but was halted due to the recession.

“We’ve been waiting for the right opportunity since then,” Jarrell said.

He said a national builder has contracted to purchase all 203 lots, which range between 7,000 and 10,000 square feet.

According to the terms of the approved special exception, at least 10 percent of the dwellings must be affordable housing. Jarrell said he believes that minimum percentage will be surpassed.

“That’s very much a requirement of ours and at this point, we think we’re going to exceed that,” he said.

Jarrell Properties is also the developer of Ladysmith Village in Caroline.

The county’s 2030 comprehensive plan identifies Brookwood as being located “within the primary growth area designated as low density residential (with a density of one to four dwelling units per acre).”

Second Phase of $56 million Apartment Project Begins

Humanities Foundation has begun construction on Keswick Apartments, the second phase of a $56 Million multi-family development in Spotsylvania Courthouse, Virginia. This 120–unit phase, valued at more than $21 Million, will consist of three garden–style apartment buildings, one elevator–served apartment building and a clubhouse containing community amenities and a leasing office. It is ideally located within Keswick, a new residential community at the intersection of Lake Anna Parkway and Old Robert E. Lee Drive that will include townhomes, single–family homes and apartments integrated with open spaces, walking trails and common architectural standards. The master developer of Keswick is Jarrell Properties, Inc.

Keswick Senior Apartment Complex Sale

A developer, Humanities Foundation, has started construction on a $16 million senior apartment community in Spotsylvania Courthouse.

Plans for the Keswick Senior Apartments include 100 units for seniors 55 and older. The four-story building will feature a number of amenities including a security system, community space, business center, exercise room, gazebo and a garden area.

The complex is part of Jarrell Properties’ Keswick development that is planned to include 700 townhouses, single family houses and apartments integrated with open spaces and walking trails.

The project is being built on 2.8 acres, which was purchased for $2.2 million.
